How much EPF is enough? Basic, Adequate and Enhanced Savings

For years the honest answer to "how much EPF is enough?" was a single number — RM240,000 by 55 — that almost nobody could defend. It assumed you stopped at 55, lived to 75, and spent about RM1,000 a month. Malaysians now routinely live past 80. From 1 January 2026 the EPF replaced that single number with a three-tier Retirement Income Adequacy (RIA) framework measured at age 60, and the change ripples into who may invest their EPF, who may withdraw a large balance early, and what target you should actually be aiming at. Here is what the new benchmarks mean and what they do not.

The three benchmarks, measured at age 60

The RIA framework sets three savings levels, each tied to a standard of living rather than an arbitrary round figure. All three are measured at age 60, not 55 — that shift alone is the single biggest change, because it assumes five more years of contributions and compounding than the old benchmark did.

LevelSavings at 60 (RM)What it is meant to fundStarting monthly drawdown (RM)
Basic Savings390,000Essential needs — food, housing, utilities, basic healthcare1,625
Adequate Savings650,000A decent standard of living with some discretionary spending2,708
Enhanced Savings1,300,000A more aspirational lifestyle — travel, larger healthcare buffer5,417

Why the monthly figure rises each year

The drawdown figures above are the starting point of a 20-year structured withdrawal, not a flat monthly pension. The EPF's own illustration steps the amount up over time to track inflation: the Basic tier begins at about RM1,625 a month and reaches roughly RM4,434 by year 20; the Adequate tier runs from about RM2,708 to RM7,389; the Enhanced tier from about RM5,417 to RM14,779.

That structure is the point of the framework. A fixed RM1,625 a month is adequate in 2026 and poor in 2046. Planning to a lump sum that is drawn down on a rising schedule is a far more realistic test of whether your savings will last than dividing a balance by 240.

The thresholds are reviewed roughly every five years so that they keep pace with prices and life expectancy. Treat the current numbers as a moving target, not a finish line you can lock in.

Basic Savings is being phased in — you are not behind by RM150,000 overnight

The RM390,000 headline does not apply in full yet. The Basic Savings level at age 60 starts at RM270,000 effective 1 January 2026 and rises by RM30,000 each year — RM300,000 in 2027, RM330,000 in 2028, RM360,000 in 2029 — reaching RM390,000 in 2030. The five-year ramp exists precisely so that members close to retirement are not reclassified as inadequate by a rule change.

Underneath the headline sits a separate age-by-age Basic Savings Schedule, which gives a required balance for every age from 18 upwards and is revised alongside the headline figure. That schedule, not the RM390,000, is what the EPF checks against your account. Published age-by-age tables circulating online disagree with each other after the 2026 revision, so look up your own age on the official schedule at kwsp.gov.my rather than trusting a blog table — including this one, which deliberately does not reproduce it.

Where the benchmark actually bites: investing your EPF

Basic Savings is not advice. It is a gate. Under the Members Investment Scheme (MIS) you may transfer up to 30% of the savings in your Akaun Persaraan that exceed the Basic Savings amount for your age into unit trusts managed by EPF-appointed Fund Management Institutions, either through an agent or through i-Invest in the KWSP i-Akaun app.

Two consequences follow from raising the benchmark. First, the eligible amount shrinks: every ringgit the threshold goes up is a ringgit removed from the base that the 30% is calculated on, so some members who could invest in 2025 cannot in 2026. Second, the MIS eligibility quantum is itself being revised in stages to track the new Basic Savings level, so the gate tightens over the same five-year ramp.

Before transferring, compare honestly against the alternative. The EPF's own dividend is declared on a conventional and a shariah account and has historically sat in a band that a retail unit trust must beat after its sales charge and annual management fee, not before. MIS is worth using if you have a specific reason to hold a different asset mix — not as a reflex because the button exists.

The other 2026 changes worth knowing

  • High-balance withdrawal under 55: members may withdraw savings above RM1.1 million in 2026, with the threshold rising RM100,000 a year to RM1.2 million in 2027 and RM1.3 million in 2028. The amount comes out of Akaun Fleksibel first, then Akaun Sejahtera.
  • i-Suri: the eligibility age for the scheme for housewives is extended from 55 to 60, matching the age the RIA framework measures at.
  • Haj withdrawal: the limit under the Akaun Sejahtera haj withdrawal is raised from RM3,000 to RM10,000.
  • i-Saraan Plus: a scheme aimed at e-hailing and p-hailing and other gig workers, with government matching of up to RM600 a year on voluntary contributions.

What to do with the number

  • Check where you stand today in i-Akaun, then project forward. The calculator below compounds your current balance and monthly contributions at an assumed dividend rate so you can see which tier you land in at 60.
  • If you are short, the three levers are contribution rate, time, and voluntary top-ups. Raising your own statutory rate back to 11% if you reduced it, or adding voluntary contributions, both qualify for the EPF tax relief — which shares a RM4,000 cap with approved schemes for private-sector taxpayers.
  • Do not treat Adequate Savings as a target you must hit through EPF alone. EPF is one pillar; PRS, ASB, a paid-off home and post-60 income all count towards the same standard of living.
  • If you are over 50 and well short of Basic, the highest-value move is usually extending your working years rather than chasing returns. Five more years of contributions plus compounding moves the number far more reliably than a fund switch.

Caveats

The RIA benchmarks, the phased Basic Savings schedule, the MIS eligibility quantum and the high-balance withdrawal thresholds are EPF policy positions that take effect on stated dates and are reviewed periodically — confirm the figures that apply to your age at kwsp.gov.my or in i-Akaun before acting on them. The monthly drawdown amounts are the EPF's illustration of a 20-year structured withdrawal, not a guaranteed payment.

Nothing here is a recommendation to invest, withdraw or stay put. This is general information, not financial advice.
